You actually want to be incompetentfor tackling a big problem. After all if the answer is known why would you need to solve it. Essentially everyone is mostly incompetent but some people believe they are.
Listen, gather data, interact. Send letters to the CIA. Send letters to politicians, parties agencies etc. That all doesn't matter. Engagements you get tackling a issue from different tangents.
Engage with the workers, citizens.Understand assumptions that each party to a problem makes by letting people correct you by explaining things to you. Bumbling is very important.
Learn what others don't and why on the worker and individual level things aren't working.
Always present your flaws and make mistakes. People will test you. Fail. Fail. Fail it doesn't matter. You don't work for them. You work for everyone. Take your time and reach enlightenment.
Instead of fixing problems people would do well to understand why they exist first. Don't remove fences you don't know why they were built. Let the competent people do that and really fuck things up.
There's beauty in the broken. Find it.
There is no limit to individual Agency. There's a near infinite amount of individual agents to engage and see the world through.
Social structures are climbable. They are jungle gyms. The more types you learn the less limits you have. You become a gymnast.
You can use your phone to connect two points on the planet. There's no practical limit to this kind of power.
Those that don't hear the music think the dancers are insane. Cognitive limitations are overcome by imagination and new paradigms.
